Most Chinese marketplace sellers will not post abroad and will not take a foreign card. An agent is the address they can ship to and the wallet they can charge. You find the item, Sugargoo buys it, holds it, photographs it, then sends everything to you as one parcel.
There are always two payments. The first covers the goods and their delivery to the Chinese warehouse. The second covers international shipping, and it cannot be quoted properly until the box physically exists.

Why this agent, and why this list
Sugargoo is the most pragmatic and least showy agent in this market. That shows in the fees, and it shows in the service: a deep route list, sensible prices rather than headline-grabbing ones, and no charges that appear at the end.
This industry has been turbulent. Every order includes 7 free photos: 5 of the product and 2 of the parcel. One of those parcel shots is the actual weight on the scale, which is the number your shipping bill is built from.
They are enough to catch the wrong colour, a wrong size label or an obvious defect. They cannot show fabric weight, smell, or how a garment hangs on a body.
You can also look at QC photos other buyers already received, before you order anything, because W2CSpreadsheet keeps a shared gallery on each item page. That is the cheapest research available to you.

No agent service fee is real, and it applies to every item you buy. It does not make shipping cheap, and on some routes other agents quote less for the same box. The cost page shows both sides with dated figures.

Parcels under EUR 150 are no longer exempt. The replacement is charged per product category at a fixed EUR 3 per distinct HS code, which changes how you should group a haul.
Recipients must supply a valid tax identification number in the order remarks, or the parcel can be held.
